Scenes from the Foley Square anti-ICE rally following the ICE shooting in Marble Hill.
Manhattan, New York - October 9, 2026
Hundreds of demonstrators gathered at Foley Square in Lower Manhattan on Friday evening for an emergency protest following the shooting of 28-year-old Oscar Belgal by U.S. Immigration and Customs Enforcement agents in Marble Hill one day earlier. The rally, organized by Hands Off NYC, was scheduled to begin at approximately 5:30 p.m.
Belgal was shot during an ICE enforcement operation on October 8 while his 5-year-old son was in the back seat of his vehicle. The child was not physically injured. Federal officials said Belgal attempted to flee and drove his vehicle toward agents during the encounter. Reuters reported that it could not independently verify that account. Belgal was wounded in the neck and subsequently taken into federal immigration custody.
At Foley Square, demonstrators carried signs reading “ICE OUT” and “END ICE,” while a large red banner displaying the words “ICE = MURDER” was held above the crowd. Other signs called for criminal accountability in connection with the shooting.
Organizers and participating groups called for the release of Belgal, disclosure of federal video footage from the incident, an independent investigation, and prosecution of the agent who fired the shots. The demands represented the positions of the demonstrators and organizers.
Following the gathering at Foley Square, protesters marched approximately one mile uptown to federal immigration offices on Varick Street, continuing the demonstration through Lower Manhattan.
